Board President Joy Neugebauer is in her 15th year of service on the Midway City Sanitary District. Joy has been active in many years of the community during her 50 plus years as a resident of Westminster. Joy is dedicated to government that serves and involves people. Joy has served on many Boards and Committees in the City and the County but presently limits her service to the Midway City Sanitary District. She also represents the interests of the people in Midway City and Westminster as a Member of the Board of Directors of the Orange County
Sanitation District. Family is a top priority in all that Joy does. Husband Don and Joy Owned and operated Ace Tool Company in Long Beach which they founded in 1955. Parents of seven sons, Donald, David, Dennis, Douglas, Duane, Dann and Dale, led to participation in about every youth organization in Westminster. Widowed in 1975 Joy operated the Industrial Aero Space Company for 20 years as a single mother of 7 sons. Joy has a wealth of business experience as she helped charter Delta Savings Bank in Westminster and served 7 years as Director/Treasurer and Auditor. Delta
was the first financial institution in the United States that was chartered by a joint effort of Vietnamese and Caucasian working together.
Currently Joy works as Executive Director of Westminster Museum. Serves as President of Westminster Historical Society which she co-founded in 1974 with Neomia Willmore. Joy is a member of Kiwanis, Barber City Woman’s Club, Friends of the Library, and Patrons of Golden West College.

Joy Served 25 years as a Westminster City Councilmember with 3 terms as Mayor.
Westminster Citizen of the Year for dedicated community service.

California Historical Society Historian Award as author of “Westminster Centennial-The First One Hundred Years” published 1969. As her sons were educated in Westminster Schools, Joy was active PTA serving as President as Barber City School, Boos School, Johnson Jr. High, Stacey Intermediate School and Westminster High School |
